HAINES CITY -- Mr. Lawrence A. Waters wanted to help people who were poverty stricken, and he strived to help them to be able to help themselves.
The retired Central Intelligence Agency employee died Thursday (July 8, 1999) at home. He was 65.
"All he asked of people was that they try their best," said his daughter, Cynthia Klein of Lake Wales. His headstone will read "He tried," she said.
Born in Haines City on March 22, 1934, Mr. Waters graduated from the University of Maryland with a bachelor of arts degree. He started his career with the Central Intelligence Agency in 1954. Of the 30 years that he was with the CIA, he spent 17 years abroad, primarily in Southeast Asia.
After retiring in 1984, he opened USA Tank Wash Inc., a business that pressure washed the inside of tanker trucks that carried perishable foods such as orange juice and milk. But he was still in pursuit of his lifelong dream, said Klein. He wanted to start a business that would help people in other countries who were living in rural, poverty stricken areas, to be able to grow their own crops, and provide for themselves. He had just gone through the process of getting the effort, Humanity International Inc., to become tax exempt, and had gone to Southeast Asia to complete arrangements. "Cambodia was the first place that he wanted to help," said a family friend, Cheryl Bradford.
He was preceded in death by his first wife, Martha Waters. In addition to his daughter, he is survived by his wife, Carolyn Waters; daughter, Stephanie Kurtz, Las Vegas; stepsons, Dr. Robert Williams, New York, and Dr. Chad Williams, Leesburg; mother, Laura Erb, Haines City; and three grandsons.
