  Cape Cod Times (Hyannis, MA) February 17, 2003 Mr Thomas F Philbin, 76, Of West Yarmouth died yesterday at Cape Cod Hospital In Hyannis. He was the husband Of Caroline E. (McGurin) Philbin. Mr. Philbin was born and raised In Everett, where he graduated from high school. He graduated from Boston College with a degree In business administration. Mr. Philbin enlisted In the Navy during World War II and served In the Pacific theater aboard minesweepers USS YMS 99 and USS Knight DMS 40. He was discharged In 1954. After his Navy service, Mr. Philbin worked for more than 38 years for the Massachusetts Department Of Public Works as an administrator for the District 4 office. Mr. Philbin was elected common councilman for the city Of Everett and later became chairman Of the Everett Department Of Public Works. He was appointed state deputy commissioner Of administration and finance by former Gov. Edward King, a position he held for four years. Mr. Philbin retired In 1987. He moved to West Yarmouth In 1989 to the home where he had spent summers since 1966. He was an avid golfer and an active parishioner Of St. Francis Xavier Church In Hyannis. Surviving besides his wife are a son, John C. Philbin Of Boxford; three daughters, Maureen Philbin-Crocket Of South Yarmouth, Patricia Bellofatto Of Winthrop and Pauline M. Philbin Of South Yarmouth; a brother, Monsignor John J. Philbin Of Wellesley and Everett; a sister, Margaret Farren Of Everett; and four grandchildren.
